In California, the purpose of The Bureau for Private Postsecondary Education (BPPE) is to regulate private postsecondary educational institutions that provide educational services in California. The principle is to protect students’ rights and consumers against fraud, misrepresentation, or other business practices at private postsecondary institutions. The postsecondary insitutions includes: Vocational Trade Schools and Non-Degree Granting Institutions, Degree Granting Institutions, State Approvals for Online Degree Granting Institutions, State Approvals for Non Profit Religiously Exempt Degree Granting Institutions.
State approval is only a start. Site visit and compliance is followed. Schools are required to submit institution data, program data and student performance report annually. The announced inspection is arranged every five year. The unexpected and unannounced inspection happens sometimes.
